EDITORIAL: Separating Fact From Fiction On TETFund: The Truth About TETFund And The Proposed Akwa Ibom State University Of Education

It is a truism that His Excellency, Pastor Umo Eno, Governor of Akwa Ibom State, has consistently demonstrated an unwavering commitment to the development of education. It is therefore important that every policy decision concerning the future of our tertiary institutions is guided by facts and objective evidence rather than misconceptions.

There appears to be a narrative being promoted in some quarters that if the Akwa Ibom State College of Education, Afaha Nsit is upgraded to a University of Education, the institution will lose access to intervention funds from the Tertiary Education Trust Fund (TETFund), thereby leaving the entire financial burden on the Akwa Ibom State Government. This assertion is inaccurate and does not reflect the realities of Nigeria’s tertiary education funding system.

TETFund was established by the Federal Government to provide intervention funding for eligible PUBLIC TERTIARY INSTITUTIONS IN NIGERIA. Its interventions include the construction of academic buildings, lecture theatres, libraries, laboratories, hostels, research facilities, staff training and development, ICT infrastructure, instructional equipment and other critical educational projects. These interventions are available to eligible public universities, polytechnics and colleges of education.

Indeed, several state-owned Universities of Education across Nigeria are recognised beneficiaries of TETFund intervention funds across Nigeria. Institutions such as Tai Solarin University of Education in Ogun State, Ignatius Ajuru University of Education in Rivers State and Bamidele Olumilua University of Education, Science and Technology in Ekiti State continue to benefit from TETFund interventions. This clearly demonstrates that becoming a University of Education does not disqualify an institution from receiving TETFund support.

Rather than constituting a financial burden, upgrading the Akwa Ibom State College of Education, Afaha Nsit to a University of Education would significantly expand its academic mandate. It would enable the institution to offer postgraduate programmes, attract greater research funding, produce highly qualified teachers, strengthen innovation in education and contribute more effectively to human capital development in Akwa Ibom State, Nigeria and Africa.

Your Excellency, every great educational institution began with a bold decision by a visionary leader like yourself. The proposed conversion is not merely a change of name or nomenclature; it is a strategic investment in the future of teacher education and educational excellence in Akwa Ibom State.

The available evidence indicates otherwise. Once the institution is lawfully established as a public university and satisfies the applicable regulatory requirements, it remains eligible for TETFund interventions under the framework governing public tertiary institutions.
